This is to all parties that wants to know about the missing facts about the "Basketball Game "that I spoke about on Nov.16,2005. In my findings on the I.G. report that Mr.Bodnar did, he left out very pertinent Policy and Procedures ( ARO Detention Policy 2.01.)interview's and very important questions.In this email I will point out to you in his exhibit, along with mine.

1.Miami Herald newsclipping that posted on Thur Nov.17,2005: A. Out lined is me saying that"by me being short-staffed,I couldn't properly do my job".

2.Mr. Bodnar Players an Spectators list a letter from Supervisor D.Delancy: A. On this list is ARO Supervisor G.Bess.

3.Mr.Bodnar list of Persons Interviewed: A. On this list you can see that he interviewed 20 people. B. Administrator interviewed-6 C. Supervisor an Ex-Supervisor interviewed-5 D. Officers an Ex-Officers-9 E. But the most pertinet person he didn't interview was ARO Supervisor G.Bess.

4.Mr. Bodnar wrote in his I.G. report his Exhibit 5 (2)With three officers(not including Owens) on-duty in the ARO it would appear MDRJDC met the minimum staffing requirement of two officers as outlined in facility policy (Exhibit 6). A.Mr. Bodnar also wrote in report" doing the time of the Basketball Game there was only 2 officer in ARO ,but each Officer was performing different duties".

5.This is the Miami-Dade Detention Policy# 8.01 that Mr.Bodnar used for the ARO Staffing Policy (Exhibit 6). A. This Policy is used for the regular mods 2-12, exclude mental health Mods.

6.Detention Policy#2.01 is the ARO Staffing Policy. A.This is the policy Mr.Bodnar should have used for the right staffing in the ARO on May 12,2005.Even thought it is revised. By Q.A.standards you can add to a policy but you cant not take away from it.They revised the C-Shit staffing from 4 officers to 2.This policy was inplace on May 12,2005. B.This goes back to all the persons interviewed by Mr.Bodnar he never put in his report that he asked anybody about how many officers should have been assigned to the ARO.If Mr. Bodnar would have interviewd ARO Supervisor G.Bess on the staffing Policy,it is a possiblity she would have told him how many officers need to be assigned to ARO.

7.This from the hearring officer statement: A.She states "On May 12,2005 Center policy requires that four officers(two females and two males) be on duty in ARO at all times".

Conclusion: These are facts that I am providing all parties with,to let the State House Committee and Secretary Schemdri know.That when i testfied i didnt give false information and statements,like the I.G report claims.The fact is the State does not feel they are responsible.This incident could have been avoid if the proper staffing was in place .The Department failed to follow there own Policy and Procedures and feel it doesnt have to take any of the responsibility in this case.
