A Cautionary Tale

On August 10, 2005 Juvenile Detention Officers at the Hillsborough Regional Juvenile Detention Center - East (HRJDC-East) met with Director Raggett. A three page agenda for the meeting was prepared by JDOs and sent to Director Robert Raggett with copies to Secretary Anthony Schembri and Assistant Secretary Perry Turner (click on images below) on August 9, 2005. The subject of the meeting was to "discuss the deplorable condition and treatment at the Hillsborough Regional Juvenile Detention Center East."

The Agenda continues: "There are many staff members that would like to come forward to discuss their individual problems; however they have fear and major concerns about Mr. Miles' and other supervisor's wrath and reprisal."

Page three of the Agenda lists "Major violations of the Facility Operations and Procedures book...by the Administration that put them in place." The last item on the page refers to "17.08 Standards of conduct for all staff: 8 No retaliation".

Soon after the meeting, three of the participating JDOs were fired.
