Is JARF a Joke? I wonder... Here is a copy of the letter I sent to JARF about a fiasco I had with them concerning my son. You wonder if they ever handled unruly children before!

Ms. Thornton,

I am concerned that JARF does not meet the needs of our community.  I have addressed my concerns with you in previous conversations by phone and in person.

On February 17, 2001, I attempted to admit by son, Michael Corry, age 16, to JARF under the criteria of “involuntary” admission.

JARF brochure states:  The JARF is open to youth under the age of 18 with substance abuse issues.

 The brochure also lists five Methods of Admissions.  One of those methods listed is:
    
Involuntary:  The parent or guardian may admit the youth involuntarily to this facility.

The definition of “involuntary” is:  “…against somebody’s will or wishes”.

After Tim Niermann from The Department of Juvenile Justice suggested that I take Michael to JARF as an involuntary admission, I called JARF to confirm that this could really be done.  I called twice, February 16 and February 17, and got confirmation from two different JARF staff that I could bring my son for involuntary admission.  I asked if anything could happen that could make this backfire.  I was told “No, that is why it is called involuntary”.  On the morning of February 17, I conversed with a JARF nurse to complete the pre-admission medical screening.  I was then asked the time I would be arriving so that staff would be ready.  Staff was ready when we arrived mid-afternoon, but it was quickly clear that my son did not wish to be there.  Within 30 minutes, I was told that Michael would not be accepted for admission because he was not a willing participant (did not want to be involuntarily admitted). Staff told me they would not let Michael stay at the facility.  I asked the staff to tell me a referral facility that would accept Michael, so that he could receive help for his substance abuse issues.  Staff told me they were not aware of any facilities that would accept him.  The JARF brochure lists seven Services Offered.  One of these services is Recommendation and Referrals.  Why weren’t we referred somewhere?

Why wasn’t my son admitted to JARF?  I want an answer;  our community deserves an answer.

Therefore, I would like a copy of your intake procedure.  I would also like a copy of all information pertaining to my son’s pre-admission, as well as all documents pertaining to his being “booted out”.
